The motivation to have arms

On Sunday, an American said me that the main motivation of founder-fathers of the USA, about writing the second amendment in the American Bill of Rights (the right to keep and bear arms) was that people would protect themselves from a bad government. One of the first things a bad government does, it forbids people to have arms.
Is this motivation true for our days too?

I think American law (as well as English law) is full od anachronisms that still bring stability in THEIR public order…

The most interesting think is even there are many old lows in USA still the law as a general principle is fully respected by most of the individuals. I would like that the laws in Moldova would work the same way and would be respected in the same manner.
