			<content:encoded><![CDATA[<p>Допустим, мы &#8211; я, Вы и Хроноскопист летели на самолете через Тихий океан. В пути мы втроем накушались абсента, надебоширили, отломали дверь от туалета, и нас за это выкинули в море через аварийный выход. По счастью, рядом с местом нашего падения обнаружился маленький безымянный полинезийский остров. Выбравшись на берег, мы посовещались, и решили считать его новым государством под названием Соединенные Штаты Абсента (США).</p>
<p>Когда нас выкидывали из самолета, то багажа нам, естественно, не выдали. Поэтому, всех материальных и нематериальных активов у нас – только туалетная дверь, которую Вы таки прихватили с собой. И вообще, несмотря на абсент, Вы у нас оказались самым запасливым &#8211; в бумажнике у Вас, совершенно случайно, обнаружилась банкнота в $100. Таким образом, в наших США имеются нефинансовые активы &#8211; дверь, и финансовые активы, они же денежная масса &#8211; $100. Это все наши сбережения. Поскольку у нас больше вообще ничего нет, то можно сказать и так &#8211; у нас есть один материальный актив &#8211; дверь, обеспеченный денежной массой в $100. Т. е. наша дверь стоит $100.</p>
<p>Немного протрезвев, мы решаем, что надо как-то обустраиваться. Самый быстрый из нас оказался Хроноскопист. Он тут же объявил, что создает банк и готов взять в рост имеющиеся у населения денежные сбережения под 3% годовых &#8211; ну не сидится человеку без дела. Вы отдаете ему $100, и он их записывает в блокнот в статью &#8220;Пассивы -&gt; Дипазиты&#8221;. Но я тоже не лаптем щи хлебал &#8211; зря я что ли столько времени занимаюсь расследованием экономического мухлежа &#8211; я знаю как изъять у Вас и дверь и $100. Я предлагаю Вам взять Ваши $100 в рост под 5% годовых. Вырываю листик из своего блокнота и пишу на нем &#8211; &#8220;Аблегиция на $100 под 5% годовых&#8221;. Вы чувствуете, что Вам поперло. Забираете деньги у расстроенного Хроноскописта с дипазита и отдаете их мне в обмен на мою аблегацию.</p>
<p>Я беру Ваши $100 и кладу их на дипозит в банк обратно обрадованного Хроноскописта. По хорошему, на этом можно было бы и успокоиться и пойти всем заняться делом &#8211; пальму потрясти или за моллюсками понырять, снискать себе хлеб насущный, так сказать. Но Вы ж знаете &#8211; я неуемный финансовый гений, такие пустяки как кокосы и устрицы меня не интересуют. Помыкавшись по нашему острову &#8211; 50 шагов от южного побережья до северного, и 30 с запада на восток, я придумываю гениальную комбинацию. Я подхожу к Вам и предлагаю на пустом месте заработать еще 1% годовых. Взять в банке Хроноскописта кредит под 4%, и купить у меня еще одну аблигацию под 5%. Вторую аблегацию на $100 я тут же выписываю на блокнотном листике, и машу ею у Вас перед носом. Недолго думая, Вы бежите в банк и берете кредит $100 под залог моей первой аблегации на $100. Они там есть &#8211; я их туда положил на дипазит. Вы отдаете мне заемные $100 и прячете вторую аблегацию к себе в бумажник &#8211; теперь у Вас есть моих аблегаций на $200. А $100 я кладу в банк &#8211; теперь у меня там $200 на дипазите. Хроноскопист аж подпрыгивает от радости &#8211; кредитный бизнес попер.</p>
<p>Думаете я на этом остановлюсь? Ага, сейчас &#8211; я уже выписал Вам третью аблегацию. Бегом в банк за кредитом под залог второй аблегации. Ближе к вечеру, набегавшись по острову с этой сотней баксов и изодрав все листочки из блокнота на аблегации, мы имеем следующую картину. У Вас на $5000 моих аблегаций, а у меня на $5000 дипазитов в банке. Теперь, я чувствую, что пришло время прибрать Вашу дверь к рукам. Я предлагаю купить ее у Вас за $100. Но Вы вредничаете &#8211; дверь-то всего одна, и заламываете цену в $1000. Ну, $1000 так $1000 &#8211; в конце концов у меня на депозите лежит целых $5000. Я на последнем блокнотном листочке направляю платежное поручение Хроноскописту, перевести $1000 с моего дипазита на Ваш, и забираю Вашу дверь.</p>
<p>Если нашу бухгалтерию отдать американскому экономисту с гарвардским дипломом, он сообщит нам, что наши США располагают $1000 материальных активов в виде двери, и $10000 финансовых активов в виде аблегаций и дипазитов. Т. е. что стоимость нашего совокупного имущества увеличилась за день в 110 раз.</p>
<p>Менее тонкий и образованный человек сказал бы, что мы &#8211; три дебила, у нас как была одна дверь и $100, так и осталось, и что только конченные дебилы могли целый день рвать листочки из блокнота, вместо того, чтобы нарвать кокосов. Кто из них прав &#8211; решайте сами. Но механизм относительного роста цен на дома именно такой, что в США, что в Японии, что в России.</p>

<p align="left">Un grup de cercetatori tineri au studiat presa moldoveneasca timp de un an ca sa alcatuiasca un top al celor mai presante probleme ale Republicii Moldova in 2007.</p>
<p>Expertii au clasificat cele mai stringente probleme ale tarii in patru categorii, astfel avem 26 probleme urgente in politica, 31 in economie, 26 in domeniul social si 17 in ceea ce priveste relatiile externe. Top 5 probleme identificate in studiu sunt urmatoarele:</p>

<p>Autorii cercetarii admit ca intro masura oarecare concluziile cercetarii pot fi oarecum subiective, insa avantajul unui astfel de studiu consta in faptul ca &#8220;acestea (concluziile) ne ofera anumite repere in evidentierea celor mai presante subiecte de pe agenda publica din 2007&#8243;.</p>

<p>Ce sa faci sa economisesti bani si resurse intro afacere atunci cand deja ai facut tot posibilul ca afacerea sa functioneze economicios? Evita sa intorci la stanga.</p>
<p>De curand soferii UPS sunt instruiti sa nu mai intoarca la stanga, ci sa isi planifice ruta in asa fel incat sa efectuieze cotituri doar la dreapta. Ce-i drept, planificarea rutei este un proces usor pentru soferii UPS, deoarece deja de doi ani beneficiaza de un sistem avansat GPS care monitorizeaza pozitia fiecarui colet, calculeaza intrebuintarea combustibilului pentru ruta parcursa si multe alte calcule sofisticate.</p>
<p>Soferii UPS sunt incurajati sa evite cotiturile la stanga pentru ca (1) pierd mult timp atunci cand asteapta sa se elibereze banda din stanga, (2) cheltuie mai mult combustibil in timp ce incetinesc mersul masinii si (3) cotiturile la stanga implica o doza mai mare de risc decat cele la dreapta.</p>
<p>Daca nu crezi ca astfel de masuri sunt efective in reducerea costurilor de operare a unei companii, atunci calculeaza consumul de combustibil al celor 94 mii vehicole UPS care transporta in mediu cate 1,5 milioane colete zilnic, fiecare sofer livrand cate 160-200 colete in timpul unui schimb. In plus, masinile UPS nu mai incetinesc mersul masinilor care asteapta sa intoarca la stanga, astfel compania contribuie la economisirea consumului de petrol al tarii.</p>

<p><a href="http://en.wikipedia.org/wiki/Cyber_Monday" target="_blank">Cyber Monday</a> este ziua in care magazinele <strong>online</strong> ofera cele mai mari reduceri ale anului si cade pe ziua de luni imediat dupa <a href="http://en.wikipedia.org/wiki/Thanksgiving" target="_blank">Thanksgiving</a> si <a href="http://en.wikipedia.org/wiki/Black_Friday_(shopping)" target="_blank">Black Friday</a> (ziua celor mai bune reduceri in magazinele din SUA). In acest an Cyber Monday a fost pe 26 noiembrie.<br />
<a href="http://www.comscore.com/press/release.asp?press=1930" target="_blank">ComScore</a> anunta ca anul acesta vanzarile de Cyber Monday au atins cifra record de 733 milioane dolari, ceea ce este cu 21% mai mult decat anul trecut si cu 84% mai mult decat cifra medie de vanzari online pe zi. Din modestie trebuie sa spun ca am contribuit la acest record cumparand un laptop pentru un prieten din Moldova <img src='http://www.blog.moscovici.org/wp-includes/images/smilies/icon_smile.gif' alt=':)' class='wp-smiley' title="Vanzari record de Cyber Monday" /> </p>
<p>Cyber Monday este o initiativa recenta a vanzatorilor online. Totul a inceput in 2004, atunci cand un studiu a aratat ca 77% din magazinele online au un trafic sporit in ziua de luni dupa Thanksgiving. Astfel in 2005 magazinele au anuntat reduceri pentru cumparaturile facute online, initiind o noua traditie in comertul din SUA.</p>
<p>Ma intreb cat de posibil este sa avem o zi de reduceri gen Black Friday sau Cyber Monday in Moldova. Desigur nu anul acesta si nici nu dupa Thanksgiving, ci poate peste vreo 2-3 ani in una din zilele dintre Revelion si Craciun, sau poate sambata inainte de Revelion. Compania care va reusi sa instaureze o astfel de traditie va avea un castig semnificativ, cel putin in prima perioada.</p>

<p>In prima zi de primavara, <a target="_blank" href="http://www.voxtel.md">Voxtel</a> si <a target="_blank" href="http://www.moldcell.md">Moldcell</a> au primit in dar un martisor de la <a target="_blank" href="http://www.moldtelecom.md">Moldtelecom</a>. Albul si rosul de la <a target="_blank" href="http://www.unite.md">UnitÃ©</a> mai degraba i-a inghimpat, decat i-a incalzit.</p>
<p>Moldtelecom ofera servicii de telefonie mobila in standard CDMA2000 de generatia a treia (3G). Investitiile initiale au fost de 25 mln. dolari SUA, iar echipamentul tehnic al UnitÃ© este produs de compania chineza <a target="_blank" href="http://www.huawei.com/">Huawei</a>. Apropo, Moldtelecom a ales standardul CDMA intentionat, deoarece aceasta tehnologie permite acordarea ambelor servicii intr-un singur pachet: telefonie fixa + telefonie mobila.</p>
<p>Moldtelecom spera ca pana la sfarsitul anului sa atraga circa 40 mii abonati. Insa cred ca aceasta marja va fi depasita.</p>
<p>Preturile din oferta UnitÃ© sunt de 2-3 ori mai mici decat ale celorlalti operatori. De aceea, cred ca un procent semnificativ din cei 1,3 mil de utilizatori de telefonie mobila din Moldova vor considera faptul de a &#8220;emigra&#8221; la UnitÃ©. Aceasta, desigur, in cazul in care ceilalti doi operatori nu vor putea oferi ceva mai bun si mai ieftin.</p>
<p>Presupun ca multi clienti corporativi vor emigra la Unite. In primul rand, de facto Moldtelecom este o institutie de stat si de aceea exista posibilitatea ca majoritatea (a se citi toate) institutiile de stat vor &#8220;emigra&#8221; la UnitÃ© atunci cand vor primi &#8220;ordinul&#8221; de sus (asa zisa sustinere a producatorului autohton). Doi, multe companii mici si mijlocii de asemena vor prefera pretul mai mic si nici macar nu pierd calitatea serviciilor, ba chiar unele servicii sunt mai calitative. Trei, companiile mari vor negocia preturile cu operatorii sai actuali si in dependenta de situatie vor lua o decizie.</p>
<p>In acelas trimp, faptul ca Moldtelecom, de facto, este o institutie de stat poate fi si un dezavantaj. Multe institutii/organizatii/companii (ONG-uri, misiunile internationale, diverse companii interantionale, etc.) pot prefera serviciile unui operator independent.</p>
<p>Cei trei operatori au aproximativ aceeasi arie de acoperire: UnitÃ© &#8211; 94%, Moldcell &#8211; 93.11% si Voxtel &#8211; 91%. Insa, UnitÃ© are un avantaj considerabil fata de concurentii sai: reteaua sa include toti abonatii telefoniei fixe de la Moldtelecom (857 mii case sau 99,5% din telefonia fixa din Moldova).</p>
<p>Desigur, Voxtel si Moldcell au avantajele sale: puterea brandului, traditia corporativa, relatiile de afaceri deja formate, etc. Intr-o masura oarecare acestea pot pastra clientii vechi si chiar atrage clienti noi. Insa cel mai important pentru ambii operatori GSM este sa adopte o strategie de contraatac pe termen mediu care ar include revizuirea politicii de preturi, investitii in tehnologiile de ultima generatie, imbunatatirea constanta a calitatii serviciilor, actiuni de PR cu scopul de a diminua riscul migrarii clientilor, etc.</p>
<p>Cu siguranta, UnitÃ© a revigorat piata telefoniei mobile din Moldova. Insa povestea nu se incheie aici, deoarece pana la sfarsitul anului se asteapta aparitia unui nou operator GSM, compania moldo-cipriota, Eventis Mobile.</p>
<p>Cel mai imbucurator lucru este ca avantajul final ne revine noua: consumatori de rand. Noi avem posibilitatea de a alege serviciile si preturile care ne convin si putem spera ca, pe parcurs, concurenta va indemna operatorii sa imbunatateasca serviciile si sa acorde atentie cerintelor consumatorului.</p>
<p><strong>P.S.</strong> Va invit sa participati la sondajul din coloana dreapta si sa raspundeti daca lansarea ofertei UnitÃ© v-a facut sa considerati optiunea de a pleca de la operatorul actual si sa deveniti abonat UnitÃ©.</p>
<p><strong>Later add:</strong> Venitul pentru 2006 al operatorilor de telefonie mobila a crescut cu 34% fata de anul precedent si a constituit $148.5 mil, dintre care Voxtel a efectuat vanzari in marime de $103,6 mil, iar Moldcell de $44,9 mil.<br />
Venitul mediu lunar generat de un abonat a constituit $10,1: Voxtel aungand la $11,25 per abona pe luna, iar Moldcell la $8,18 per abonat pe luna.<br />
In 2006 cei doi operatori au impartit piata serviciilor de telefonie mobila. Cota de piata Voxtel a fost de 69,75%, si Moldcell 30,25% [<a target="_blank" href="http://www.rbcnews.com/free/20070302091611.shtml">via</a>].<br />
Aparitia celui de-al treilea operator va schimba intr-o masura oarecare cota de piata si veniturile generate, insa aceasta ramane sa o vedem in datele statistice la sfarsitul anului.</p>
<p><strong>Later add:</strong> Un <a target="_blank" href="http://www.comnews.ru/index.cfm?id=26558">articol</a> extrem de interesant despre Eventis Mobile, noul operator GSM ce se asteapta sa ofere servicii in Moldova pana la sfarsitul anului. Se asteapta, dar poate si sa nu vina curand.</p>

<p>I am starting to write a comparative analysis of business cultures in the three different countries: Moldova, Romania and Latvia. I found it very interesting what are the procedures to start a business in Moldova.<br />
Starting a business in Moldova is the cheapest, just $117.39, but it takes the longest, 10 procedures in 30 days. In Romania there are five procedures within 11 days, but you would pay little more, around $168. Latvia is the most expensive, around $237, and you are done in five procedures within 16 days.</p>
<p>Two fast conclusions: (1) Moldova has the most bureaucratic procedures; (2) Moldova just seems to be the cheapest. In fact, comparing prices to the economic data of the three countries, we will observe that the price paid by a Moldovan is quite the same as in Latvia, while Romanians pay the less. Considering Moldovan corruption, final expenses could even double.</p>

<p class="MsoNormal">The last report of the <a target="_blank" href="http://www.statistica.md/index.php?lang=en">National Bureau of Statistics of the Republic of Moldova</a> states that there is a <a target="_blank" href="http://www.moldpres.md/default.asp?Lang=en&#038;ID=58959">significant improvement</a> in the Moldovan economy. This is due to the fact that the average salary in 2006 increased 14% comparing to the previous year. Now the average salary in Moldova is approximately $129 per month.<br />
Well done! But I believe the picture is not full without mentioning some facts that make me doubtful about how well an average Moldovan will feel the improvement.<br />
In the late March 2006, Russia, the main importer, <a target="_blank" href="http://en.wikipedia.org/wiki/2006_Russian_ban_of_Moldovan_and_Georgian_wines">banned Moldovan wines</a> on its market, causing a loose of <a target="_blank" href="http://www.agrobel.by/?q=en/node/3654">$30 millions</a> for Moldovan economy. Moldova exported wines in 2006, 50% less than in 2005. This means that hundreds (thousands) of people entertained in wine industry lost their jobs, did not receive any salary and were not counted for the statistical report.<br />
Starting with February 2007 people living in Chisinau, the capital city of Moldova, <a target="_blank" href="http://www.info-prim.md/?x=&#038;y=6298">will pay 250% more</a> for the heat provided by the state heating company <a target="_blank" href="http://www.termocom.md">Termocom</a>.<br />
Indeed; there are many more facts that make an average Moldovan not able to enjoy the improvement of the national economy.<br />
Still, the officials promote the idea that Moldova is getting better year by year, but the reality seems to be the opposite. This is an old propaganda that <a target="_blank" href="http://www.pcrm.md/en/">the governmental party</a> in Moldova uses to make people belive that &#8220;it has done the impossible&#8221;.

<p class="MsoNormal">Din 1 ianuarie 2007 legea interzice anterprenoriatul in baza de patenta in (1) transportul auto de pasageri si marfuri, (2) cultivarea si vanzarea florilor, (3) producerea si vanzarea varului, (4) a mobilei, (5) a unor marfuri de uz casnic.<br />
Incepand de anul viitor vor fi interzise (1) comertul cu amanuntul an chioscuri si ancaperi cu suprafete care nu depasesc 8 si 12 metri patrati, respectiv. Iar din 1 ianuarie 2009 &#8211; (1) comertul cu produse la tarabe, din autovehicule in pietele autorizate, (2) comertul cu apa ambuteliata si (3) cu diverse publicatii si tiparituri.<br />
<span style="font-weight: bold">Cu alte cuvinte</span>, guvernul planifica sa lichideze antrepronoriatul in baza de patenta pana in 2009. Anul acesta 36.6 mii (60%) de detinatori de patente nu mai pot activa legal si de aceea trebuie sa-si re-inregistreze<span style="font-size: 12pt" /> activitatea de antreprenoriat, <a target="_blank" href="http://www.infotag.md/inews/67170/">acum gratuit</a>.
</p>
<p class="MsoNormal">Ministerul Economiei si Comertului considera ca antreprenoriatul in baza de patenta dauneaza economiei nationale, adica bugetului de stat. Astfel, datele oficiale confirma ca &#8220;unor titulari de patenta le revine un volum de comert de la cateva mii lei pana la 1,2 mln. lei pe luna, pe cand impozitul real, platit la buget costituie sub 0,2% din suma care trebuie sa fie platita conform valorii patentei. An anul 2006, din cauza patentelor, statul a suportat pierderi de 2 mlrd. lei. Din volumul total al operatiunilor comerciale pe tara, de circa 20 mlrd. lei (43%) revin comertului neorganizat.&#8221; [<a target="_blank" href="http://www.infotag.md/inews/67170/">via</a>]</p>
<p class="MsoNormal">Nu sunt economist si de aceea nu pot sa imi dau seama daca guvernul a luat o decizie corecta. Oficialii afirma ca aceasta masura este benefica pentru economia tarii, insa poate aceasta decizie sa aiba si efecte secundare?</p>
